Mekanisme Insentif Pada Kegiatan Konservasi Tanah (Suatu Kajian di Sub DAS Ngunut ?Kabupaten Karanganyar dan Sub DAS Gobeh-Kabupaten Wonogiri, Jawa Tengah)

Abstract (English) :
Since 1961, Indonesian Government has granted soil conservation Incentive to farmers, especially for managing critical land and dry land, at upper course of watershed Nevertheless, 15.106. 234 hectare in the forest area and 5.698.000 hectare outside forest area a/lands remain in critical condition Based upon the fact above, investigation of soil incentive mechanism was conducted. This study was dealt with soil conservation incentive mechanism at the upper course 0/ Solo Watershed, Social economic survey and snowball analyses were applied in the study. Government officials at the Karanganyar and Wonogiri Districts, Non Government Organization (NGO), 30 farmers at the Ngunut Sub Watershed and 30 farmers at the Gobeh Sub Watershed. who involved in soil conservation, were interviewed. Cob-Douglas production equation modified with inserting level of terrace quality as an independent variable was applied in this study The result shows that soil incentive managed in top-down direction Farmers were almost not involved in decision making of soil conservation project. During the years of 1988-1993 at Wonogiri District and 1995-2000 at Karanganyar District, sort of soil conservation projects were directed to terrace rehabilitation, gardens enrichment planting and farm model demonstration plots development (UPPSA). 500 seedlings constituting of 400 seedlings of tree species' and 100 seedlings of multiple tree species' were granted for the garden enrichment planting and UPPSA. The Stump of King Grass was granted for risers of terrace strengthen. A unit UPPSA was ten hectares. There were three problems faced. 1. The incentives were taken at the early of rainy season (October) when the rush time for farmers to tillage their agricultural field, since seedling of trees and king grass so late to be planted. 2. The need of soil conservation incentive is not equal for any location but the project put up the same manner. 3. In some villages, the local institution was not conductive to facilitate for the incentive but the project still employ the institution. To solve the problems, participatory planning, implementation, monitoring and evaluation should be conducted for forthcoming soil conservation incentive.
